The key management and disable path are explicitly required by Microsoft and are part of the hwcert process. If anyone ships without support then they're misrepresenting their system - it's not merely a "This machine doesn't do what I want", it's "This machine doesn't do what it's sold as doing". Microsoft gain nothing from permitting that confusion and have been very responsive when we identified some potential issues with pre-production hardware.
So, yes, the absence of any machines that fail to live up to these expectations is meaningful. The vendors have already had the opportunity to screw this up and haven't done so yet. There's no reason to believe that they're going to get worse at it.
