You seem to be unaware that, for the majority of people, copyright law doesn't exist because it is not enforced against them, despite their violation of it. Violation of copyright law is rampant, so much so that there are even political parties named after the term "piracy". It is very easy to avoid licensing; just ignore copyright law and do as you want:

Many laws are violated all the time. I frequently exceed the speed limit, for example. But those laws still exists... it is up to the government agent to enforce it when they feel like it. Ignoring copyright puts you at the mercy of people that don't ignore it.
