Should the Federal Government pass a bill about that, would that make all iPhone and iPad sales illegal in Germany?

They should certainly pass a law about it. At least with computing devices (i.e. classic computers, as opposed to smartphones) the law should be very strict; for now Apple would get by with the "conscious and informed consent by the device owner".
