For GNOME devs the "Fallback Mode" is here in case of OpenGL/GPU problems. This is the very first sentence of the official description : "If your computer's graphics card doesn't support certain features, a more basic version of the desktop will be displayed".
What the GNOME devs failed to understand is the fact that, for numerous users, the "Fallback Mode" is used as an alternative UI. They don't like the GNOME Shell and choose the "Fallback Mode" because the UI is familiar.
Thus saying llvmpipe lower the need for the fallback mode is very stupid and entirely miss the point.
