popcon uses atime to track if packages are "used".

Well, relatime, though that's bad enough - that'd mean it'd detect only the first use of a package per update.

relatime updates at least once per boot (I thought it would update daily or something like that as well)

so it would be the most recent use per boot, not the first use per upgrade

It'll update if there's more than 24 hours between the current time and the previous atime value.
