I'm still happily using my old miniconfig stuff from 2005 for this sort of thing:

For me, it makes config files much smaller, easier to read, and reasonably portable between distros. I've digested ubuntu's .config file into a miniconfig to see what actual things it's enabling without having to wade through thousands of lines to do it.

Unfortunately, I haven't got Philip Lougher's patience to try to get it upstream. It works for me, I submitted it more than once, life goes on...
