It looks like so far all somewhat major development distros have been mentioned here as proposed alternatives, with one exception, and I somewhat wonder why.
I'm using openSUSE Factory and it seems to me that it's fairly near to the original Rawhide, getting new versions early, being mostly usable for production (I'm using it on my primary desktop system, not daring on the for-travel laptop though), and mostly freezing around release time of the main distro (which annoys me slightly at times). Also, there's a pretty open community around it.
An interesting steps that has been made at openSUSE is that packages are not dropped into the Factory distro right away but first put into development repositories where they can go through build and even functional tests if needed and wanted, only then they are submitted to the actual distro (OBS tends to be helpful in managing that process).
I don't want to advertise yet another distro, but if you are looking for something nearer to the original Rawhide and you are willing to investigate other distros, you should take a look at openSUSE Factory as well. That one also being rpm-based is probably helpful as well. ;-)
