JFS has had this user/group settable mount feature for years already. It is in fact why I currently favor using JFS for removable media - vfat is simply not up to the task due to file size limits, screwy case insensitivity, limited character set for file names, etc.

The need & rationale for this for use with removable media as described in the article and multiple comments is spot-on. It is long past due for the ext* family of file systems to gain this ability.
