Is the multi lib that is being discussed here the same thing as the Debian multiarch lib handling? or is it just the /lib /lib32 approach?

Debian does multiarch. Everyone else does multilib (and has for a long time).

Debian has done multilib for a long time too, they are just transitioning to something better.
