Given that BusyBox is rarely modified to any real extent by the vendors in question, the first risk is only mitigated to the extent of a megabyte of code which probably hasn't been modified anyway. This endeavour is very much intended to counter the second risk. In reality, vendors will still violate the license for software they're shipping, but it will be more difficult to address that because the simplest vector for compliance has been removed.
This is a very pragmatic choice. It is the polar opposite of an ethical one.
