I hope they do find some kernel devs willing to enforce their GPL rights, device makers need to understand that respecting the (L)GPL is just as important as respecting a proprietary license. I think we should try to be accommodating when companies makes what seems like honest mistakes and are making serious effort to remedy the situation, but regardless of what Tim Bird thinks here, the end result of busybox being replaced and no kernel developers filling the space is that device makers will stop caring about respecting open source licenses and just treat them all as MIT style licenses.
