It may be that eject "/dev/sdb1" works, but it's quite wrong to expect that it would. /dev/sdb1 is not the whole disk, /dev/sdb is the whole disk, and operations on /dev/sdb1 should not have gross effects on the whole disk such as ejecting it.

I don't see why eject on a mounted partition shouldn't perform an unmount, except for the part where it makes no sense semantically.
