If developers can not be convinced produce formatted syslog messages then perhaps they can be forced to produce formatted journald messages?

This will not work. You can't force developers into something like that. Instead, they'll just dump their log data to a local file and ignore "the journal". Now you're left in a much worse situation than you were before, because you don't even have the logs hitting syslog.
