If a project does not want to waste their time supporting features that are never going to make anybody happy, then why do it? As long as the software rendering works well enough for composition then there is now no technical need for fallback mode.
If fallback mode is never going make people happy that hate Gnome shell, then what is the point? Just waste man hours supporting yet another half-assed 'alternative'?
