Interesting idea. I don't think it would work for reference documents, but for tutorial/introductory/background documents it sounds perfect. Making it into an story would encourage the reader to read all the way to the end, and might help them remember and understand.

I wonder how many technical writers have English Literature degrees :-)

It's been done in other settings - look at Knuth's literate programming stuff as a great example. Then, there's Rusty's lguest documentation, which provides a story in a way that only Rusty can do...
