Quite a few proprietary licenses are source licenses. Full source licenses. With relatively permissive terms controlling what you can do with the source. (Obviously giving the source away or reselling it is out, which is hugely restrictive compared to FOSS.) This is particularly common in the middlware and tools market and in the games market (which is mostly about middleware and tools).
