Kernel developers have no interest in the security aspect of bugs and therefore have little understanding or care of the potential impact. When the devastating impact of these bugs is revealed to them in the form of harsh language or working exploits, they gain a transient, whimsical interest in the problem and implement half-baked general solutions that degrade over time through code erosion and neglect. This pervasive attitude towards bugs seriously underestimates their impact, and in turn ensures that no real severity limiting features (exploit mitigation) is ever valued or implemented properly.
