I think that that particular suggestion was made purely for the sake of levity. With a modicum of imagination, one can think of several useful ways to exploit the features of a rich terminal in that context, such as making an expanded permission and attribute display available on hover, a la the html title attribute. He did clarify in a comment that he had in mind graphical cues to augment, rather than reduce, the information content of current permission display.

Personally I've been dissatisfied with the ten character permission display of ls -l ever since I started using ACLs.
