This isn't a bad idea. But, some questions:

* Who is "we"? Is "we" really "the systemd developers", because that's a small set.

* Was there any attempt to raise this as LFS prior to making the change?

I know the latter has been done retrospectively at least.

"we" would be developers of systemd, mdadm, udev, util-linux, dracut and others including developers from other distributions such as openSUSE and Debian. Ubuntu is in favor of the change as well.

You repeatedly keep saying LFS but you mean FHS and FHS explicitly allows distributions to add top level directories as required and a bug report has been filed against FHS asking for a change (although it hasn't been updated since 2004) and the co-author of the standard has been positive about this change right here in the same thread. In other words, no reason to complain.
