Well, it's really the third Debian conference. The poster forgot that there was a Debconf0(programmers start counting at 0).

In laymens terms, there was a Debconf. Then, the next year, it was decided to call the second one Debconf1.

Oh great, another Debian standard

This would be another standard that Debian uses that no one else does, right?

Terrific. First .DEB and apt, now "Counting from Zero".

On the other hand, as an extremely happy Debian user who giggles at tales of
RPM dependency nightmares, maybe I'm posting with my toung very firmly
"in cheek".
