I should have been more clear and quoted the parent of my message. The statement was "But if the two are worked on as a single project, presumably that means libc would need to be GPL2 as well."
My comment was "The only thing that matters from a licensing perspective is whether the libc is legally a derived work of the kernel (or vice versa)."
I meant this in the context of the parent: the only thing that matters when deciding if libc would have to adopt the same license as the kernel is derived work status. I wasn't talking at all about whether it could be distributed, etc.
