As far as I can tell, it isn't possible to configure the OpenSSH daemon to require both keys and passwords, even if you decide to live with the inconvenience of that (and it need not be too inconvenient, if you are only interested in using passwordless keys as a way to reduce brute-forcing attempts).

PAM enabled SSH maybe? Or the NFS+GSS solution described above by paulj.
