not a lot of infrastructure software is licensed as GPL anyway. I can think of MySQL and Qt mainly.If you somehow limit your mental query to what comes from the Scandinavian countries then you are right (apart from the Linux kernel itself). Otherwise there is some more infrastructure software under the GPL: glibc, JBoss, ghostscript, Samba... Actually most infrastructure software is under the GPL, apart from a few notable exceptions. Maybe I am misunderstanding your point?
