It turns out that the PolicyKit feature that was used (auth_admin_keep_always) was eliminated between PolicyKit 0.9 and 1.0, because it was considered to be a security problem.

So the root cause of the problem is that a feature used by many was considered to be a security problem, then they introduced a new feature which is considered by many as a severe security problem?

Yes. This is what you get when you shoot for security with lots of features.
