Another alternative would be to shunt code with white space problems into the staging tree; people who complain about white space could then be encouraged to submit patches fixing the problems instead.

I'm not 100% sure what kind problems are they complaining, but couldn't these be fixed automatically by some trigger script before checkin or some nightly cron job?
