SUSE Studio, which is currently beta, uses openSUSE and SUSE Linux Enterprise to allow people to create custom distros.

But openSUSE Factory is the development distribution for openSUSE -- sort of like Rawhide for Fedora, or Sid or testing for Debian.

More specifically....

Is this strictly a policy change or is there a change in the infrastructure(network/software/hardware) that goes along with this?

It's first a policy and process change - and we changed the infrastructure (the openSUSE Build Service and the osc command line client) as well to support the process.
