The FSF (and by extension or perhaps due to Stallman) are not know to be the fastest movers on this planet. This useful piece about Javascript does raise some valid points, however I do wonder whether the time taken to write this would have been better spent resolving the current GCC licensing issue that is causing serious delays in progress. There is currently much developer unrest and angst, with many GCC developers less than impressed with FSF's holdups and delays.

Problems can't be reduced to matters of Stallman-hours

It's very unlikely that he had that choice.

I'd imagine that he's consulting the GCC devs and a lawyer or two about that issue, so that means he'd sometimes be waiting for input. During that time he would obviously work on other things.
