Udev rules and the management of the plumbing layer

Well, as is made clear in that thread, Remnant has various technical concerns about using the
upstream udev rules. They discuss the problems, but it doesn't seem like they are anywhere
close to a a mutual understanding of the actual issues. So, at this point, I would expect
caution and not immediate enthusiasm for change.
