SILO 1.3.0, new website, new repo...

With the new isofs.b boot block comes silo-1.3.0. I had a report of this
working on a sun4m, so sometime soon hopefully a sun4c owner will test
it there.

Also with this new release comes a new website and a new repository.
SILO now lives at www.sparc-boot.org. The mailing lists and source
repository have also been moved. All the info is on the new website.

If you don't want to use Subversion to access the source repo (even
though I've gone through the trouble of building static binaries of the
client for you), then don't complain, because the ViewCVS interface has
a "Download tarball" option you can use.

New silo is available from:
