I don't get it. Isn't this total vaporware? Why is this LWN-worthy?

It was a developer report from the recent Boston Summit, based on plans that were developed there. Not entirely sure why it's LWN-worthy yet myself, but it's cool work. :-)

Naming it Echelon could have unintended consequences: http://en.wikipedia.org/wiki/ECHELON
Rather a loaded term, in some circles.

It's a system for distilling huge amounts of information spread over numerous communications systems into a usable state. They didn't call it Echelon by accident.

It got me to look at http://www.englishbreakfastnetwork.org/ which was very interesting to get a peek into KDE development!
