Provided that we have the rights to edit the firmware, it's probably most reasonable to ship it in main. We need to be sure we at least have the rights to edit it, though.
But making a blanket statement that data doesn't have to have source is much more scary. There are cases where the data is perfectly usable as is, and there are cases where we need the source to do anything. We are much better off getting wav/flac files for sound and png files for images, provided they haven't been generated from higher level formats, because otherwise editing them is a losing battle. The only difference with firmware is really that we don't have much chance to win _that_ battle.
