I am, perhaps, beginning to change my mind on this. Perhaps Resier4 should go into mainline, even if it is not as featureful as other Linux filesystems.

Lots of filesystems don't support xattrs, and we have *lots* of examples of xattrs being added to filesystems after initial deployment. (Fundamentally the fs can just model them as a sort of limited per-file directory, if it needs to.)
