It seems that the LSM were implemented for SELINUX, without being interested in the other solutions : http://www.grsecurity.net/lsm.php

Throughout the LSM development process it has been possible to submit
patches for extra functionality. Members of some other projects chose
not to submit patches for the LSM functionality that they would need and
not complain.

They can still submit LSM patches now if they want, it hasn't been
removed yet...
