http://www.mono-project.com/Kickstart (the *correct* link) says nothing about licenses, just support incident packs.

Indeed. The web page in one sentence is "for about $500, you can submit a
duplicate or invalid bug report by phone or email to Novell, or ask simple
questions about the software." Complex questions are broken down into
multiple simple questions which are then billed as separate incidents.
You are explicitly not charged for valid bug reports if you are first to
report them, and you don't seem to be charged for any use of the bug
tracking system over the web, including submitting new bugs.

Presumably, the advantage of using the Service Request process instead of
just using the manuals, mailing lists, and Bugzilla like everyone else is
that the Service Request will guarantee that a real live Novell engineer
will spend more than 0.0015 seconds on your bug report or question before
marking your bug "RESOLVED WONTFIX," telling you to RTFM, or training
their Bayes filter to classify mail from you as spam.

I wish I could get a deal like that from one of my larger non-free
software providers... :-P
