Actually, in the U.S. at least and I believe most other industrialized countries, arrangements or states of matter such as chemicals and metal alloy compositions *are* patentable.

I think rrigs' point was that chemicals et. al. weren't always patentable,
not that they are not today. (I'm not commenting on the accuracy of this
claim, though, as I have no knowledge in this field.)
