How to avoid running a residential proxy (especially on Android phones)?

I completely understand that, and apologize for any impression my comment may have given that this is primarily a problem to be solved by individual users; that was certainly not my intention. I just want to make sure I am not personally contributing to the problem, however small any one user's part may be; I'm not asking everyone with a smartphone to research every app they use.
