I'm a Fedora packager and see the "please file upstream" in a different light. Kind of like "patches welcome". I'll at least do a cursory look to see if it is a Fedora-level problem first, but if it is an upstream, I encourage the reporter to go upstream directly. Because any further information request from upstream requires me to play messenger which is 1) no fun and 2) introduces more latency into the process. I'll Cc myself on the upstream issue so that I can backport a patch or spin a new release, but the Fedora-level issue stays open until *Fedora* has an update with the fix.
But I mostly maintain niche packages at the utility or TTY level, not many user-facing applications.
