If by "users", you mean "application end-users", then that's the worst possible place to put this responsibility.
Application users outnumber developers, so if every user made the decision on their own, then the total person-hours put into the decision making would be larger than if the responsibility defaulted [1] to developers, even though most users are doing the same, redundant, work.
Developers also outnumber registry operators, so implementing a policy within the package registry requires even less person-hours than expecting every developer to do it.
