I think Debian handles this by allowing each upload to have an "urgency" tag, where the default is "urgency=median". But what if the attacker uploads with "urgency=medium"?
There is also the unstable -> testing delay. I run unstable myself, so I guess I'm labeling myself a willing beta tester?
