Non-interactive websites generally can't be bound by laws of states outside the website's home jurisdiction, unless they are specifically targeting harmful actions toward a remote jurisdiction:

Bottom line, if you're a noncommercial distro, go shatter any download mirrors located in the People's Republic of California, and you should be good to ignore this. I doubt noncommercial distros will have to geoblock California. Maybe they'll want to -- I kind of do -- but they don't have to. Now, go get legal advice, go talk to a real lawyer, all of that, of course. But, I'm probably right.
