In Canada, we have a national directive to use open source software:
4.3.22 Ensuring that open source software is encouraged and where used, contributing to the communities whose work is being leveraged (part of the Directive on Service and Digital).

Unfortunately, I do not know at this time if it is informing funding (for example, Health Transfer funding to the province and territories), if it is being applied (ie. state of compliance), or what it is based on (ie. background evidence), but I will post again if I get any info on these factors.
