You're describing something like Signal or (almost) Session (if you think Signal is still too centralised and/or you want it decoupled from phone numbers).

(Signal has forks, that remove all blobs and add security/privacy features; Session isn't mature/big enough yet to have multiple implementations, but is open-source).
