IMHO the DNS is already a central identity authority. One either pay for a domain themselves, or rely on a mail service which pay for that, and cost of that domain must be charged to its users directly or indirectly, in addition to servicing costs.

DNS identifies a domain, not a specific person. And while it's true that anyone sending from my personal domain is actually me, receiving mail from gmail.com doesn't narrow down who the sender is to any measurable extent.
