In retrospect, its not entirely surprising that GTK2 apps lack the resources to be upgraded. GTK2 was around for what might have been the heyday of desktop GUI programming, however by the time GTK3 was mainstream the web had improved to such an extent that newer applications were written with web interfaces instead.
At least at my place of work, GTK2 is used for a lot of internal applications that nowadays would be written with web interfaces. Many of these applications are "finished", so there is little appetite to spend effort upgrading toolkits. When there is resources to spend on an upgrade, it most typically results in a web interface, or sometimes even a TUI.
