GIMP switched earlier than that (2.99.2 was released in 2020—see https://www.gimp.org/news/2020/11/06/gimp-2-99-2-released/), it's the stabilization of 3.0 that took ages and not specifically the transition to GTK3. And GIMP probably has a more complex UI than most of the affected packages, as well as special input requirements.

Interesting. But this might have a (at least partial) relation with a difficulty to port to the new version, since as you say, it definitely has a more complex UI than many software and could have unveiled a number of less covered areas or regressions as well.
