Absolutely yes, they do. It might not be as direct as "I give you 100 EUR, hire 10 programmers". But they still set priorities and ask for things to be implemented, in terms of SLAs for instance. Most enterprise contracts also include fines if SLAs are not met.

I helped write public tenders. If people want money, they need to provide a certain level of service. There is no "here some money, do with it as you please, see you next year".

Even big companies like Microsoft and Apple. They are paying sums that makes them relevant customers whose requirements are taken in account. And when they don't behave like the EU wants, with taxpayer money, they enforce laws and apply fines.
