WG last call ended without consensus to ppublish?

If I'm reading right, https://mailarchive.ietf.org/arch/msg/tls/Gc6KVPrVHn-QCke... from less than a day ago is one of the other WG chairs declaring that there is NOT consensus to publish the WG item as an Internet-Draft?

Also, I'm a little bit confused by terminology but I'm not totally following the process outlined in this argument. I think the consensus call in March was whether to adopt the submitted document from the individual authors as a WG item, which is what Bernstein objected to and appealed unsuccessfully. The current consensus call is whether to send the document on to the IESG for standardization. Is that correct? When the article says "the working group has adopted the draft," is that referring to the March adoption that was just confirmed on appeal?

There were three options:
1. Publish as is
2. Publish with text encouraging hybrid crypto
3. Do not publish

The chairs decided that option 2 has consensus (which requires the document to be updated and resubmitted).
