A simple policy would be to keep the currently running kernel at all times. You have an existence proof that the currently running kernel is good enough to get to a point where you can replace it; this will remove newer kernels sometimes, but that's better than removing the only kernel that boots far enough to let you put a new kernel in place.

That's been Fedora's kernel update policy from the beginning.

When updating, the new kernel replaces the oldest of the two not-running kernels.
