1) The ephemeral UIDs are for the _greeters_ not the user sessions - right now every distro just hacks it and creates a single shared system uid used for every greeter session, which I'm sure I don't have to explain why it's bad
2) dynamic UID/GID ranges have been in use for years and years, pretty much all container managers use them
