They're not halting. I was chatting with the TB team at SCALE, and there's a number of longstanding issues that are finally getting resolved. If anything, work on the client is accelerating.
At the same time, the client just isn't going to change that much, particularly if they have to be compatible with proprietary mail servers. Hence work on new services.
